Debra Hollinger, author of the Consumer Guide, agrees that there is more than one path in high school completion. Most students attend high school regularly until they receive their diploma. Some students, however, complete high school differently. They drop out, attend alternative school, or obtain a GED. High school students today have the choice to drop out when they are 16. Drop-out rates have risen 4 percent since 1990 ("Reasons"). In 1994, the national percent of high school drop-outs among people 16 to 24 years of age was 30 percent for Hispanics, 13 percent for African-Americans, and 8 percent for Whites ("Reasons"). The drop-out age needs to be raised to 18. If kids are just going to wait until they are 16 to drop out, it is easy to do that. If the age is raised to 18, then they might think, I have to stay in school until I am a senior anyway, so I might as well try to make something of it.
