During the presidencies of Thomas Jefferson, and James Madison, the two parties in the national government, the Democratic-Republicans and the Federalists, traded sides when interpreting the federal constitution. The Democratic-Republicans shifted from a stricter interpretation in years past; to a loose interpretation once Jefferson became the president. Their broader views mainly pertained to foreign affairs, but when dealing with domestic issues they often returned to their stricter views of the past. The Federalists had acted as loose constructionists prior to 1800, but once the power was given to the Democratic-Republicans in 1801, they adopted a strict constructionist view of the constitution. These changes demonstrated that when power was shifted, the parties changed their values in order to meet their own needs and make decisions that would, in their view, be most beneficial to themselves, and the country.
