State equality or proportional representationthat is the question. If Shakespeare were alive during the constitutional debates, Hamlet might have been confronted with a daring new dilemma. As the talks continued to progress, the disagreement over representation had become a decisive issue. In fact, many of the delegates believed that if this problem went unresolved, the convention would fail to produce a remedy to the weak Articles of Confederation. How and why did this argument become so essential to the conferences success? Who were the differing parties and what were their main objectives and objections? It is quite evident that the groups involved in the discussion were the larger states and the smaller states; the larger wanted proportional representation while the smaller wanted state equality. Both sides based their reasoning on whether or not the states were political entities, separate from the citizens who comprised them. This reasoning is crucial because it helps one to differentiate the two sides and understand why the impasse became so intense.
