To compare Napoleon Dynamite to other movies is like comparing an apple with a hamburger: there's no basis for comparison besides the fact that they are both edible. I thought Napoleon Dynamite was hilarious. It falls under my category of "Awesomely Bad." That means it is a movie I enjoy and can watch over and over again, but don't expect it to join the canon of great films like The Godfather, Casablanca, Pulp Fiction, and Gone with the Wind.
This is a movie that either you get or you don't. There is a certain nobility to Napoleon and the way he embraces the fact that he is an uber-nerd. He embraces it and relishes in it. Have you ever seen a character in a movie like him? I haven't. But I have known people in real life with some of his traits: from the way he punctuates the end of sentences for emphasis to the way he exaggerates the truth to make himself feel more important. Even though it was a terrible drawing, wasn't it sort of endearing the way he gives the girl the picture and then tells her "it's pretty much the best picture I ever drew."
