Tax cuts are often introduced in times of economic instability or decline. The underlying theory of this practice is that of putting more money into taxpayers pockets, and therefore, into the economy throught purchases and investments. When the economic trend begins to slope downward, one may feel it is in the countrys best interest to give the consumer more money with which to boost the economy. Most major tax cuts affect only the top tier of earners-for example, the top 40% received more than 85% of President Bushs tax cut. Bush plans to expand tax breaks for out of pocket health care costs and expand use of tax free health saving accounts.
President George W. Bush pledged to increase government research that would lead to better batteries for gasoline-electric hybrid and electric cars and fund research that would make ethanol fuel a more practical alternative. There was a dramatically cut dependence on Mideast oil by 2025 by developing ethanol fuels and new hybrid technology and hydrogen-powered autos, spurred by increased federal research.
