Do you negotiate with the devil? Or do you just take out your pistol and shoot him between the eyes. (CBC News Online, Oct. 24, 2003). This is what it ultimately comes down to when one tries to evaluate Romeo Dallaiers decisions in the Rwandan genocide. He was faced with many lose-lose situations, and in one instance, as a result of one of these judgment calls, he is condemned by the Belgian government for not saving ten of their soldiers lives. However, it must also be acknowledged that he saved the lives of over twenty thousand Rwandans. If it was not for him the possibly a whole race of people would have been eradicated. Ultimately, Romeo Dallaire preformed his duties to the best of his ability and should be declared an international hero. Unfortunately, he was abandoned by the UN and the first-world countries, who refused to believe his reports. To truly evaluate Romeo Dallaiers decision one must understand the main theories of deviant behavior and history of Rwanda which lead to genocide.
