The United States had a long tradition of expansion across the continent; now America embarked on building an overseas empire. Some Americans favored acquiring and exploiting colonies and other Americans favored a less formal empire, in which U.S. interests and influence would be assured through extensive trade and investments rather than through military occupation. Still others advocated a cultural expansionism in which the nation exported its ideals and institutions.
Other expansionists were motivated by strategic concerns, shaped by what seemed to be the forces of history and geography. Alfred Thayer Mahan, a naval officer and president of the Naval War College, emphasized the importance of a strong navy for national greatness. Mahan also proposed that the United States build a canal a cross the isthmus of Panama to link its coasts, acquire naval bases in the Caribbean and the Pacific to protect the canal, and annex Hawaii and other Pacific islands.
