Nuclear weapons played a major, if fortunately only latent, role in the Cold War. The end of that conflict consequently ought to be the occasion for a review of their role in international affairs. In practice, however, perhaps because of a relieved sense that the time of greatest danger has passed, no great debate has yet ensued. Insofar as there is political activity regarding nuclear weapons in the post-Cold War world, it has chiefly concerned the admittedly important question of nuclear proliferation: the danger that the number of states possessing nuclear weapons will increase. There is general agreement that this would be dangerous if only for the statistical reason that a greater number of nuclear states would increase the opportunities for accidents and rash behaviour. In the present day there are also a few specific states where the regimes are widely suspected of aggressive or erratic tendencies.
