The end of the Civil War called for a reform in American society towards more egalitarian ideologies. The Thirty-Ninth Congress was summoned to address the issues over slavery and the control of the South. Their plan was called Reconstruction, and it was the Radical Republicans that strongly pushed for the rights of blacks. Their vision was a nation whose citizens enjoyed equality of civil and political rights secured by the federal government. Many people thought black suffrage as essential for the economy. However, President Johnson, a Democrat, strongly opposed any act or law that gave blacks more rights that raised their social standing. He refused to accept the Civil Rights Bill among other bills. Because of President Johnsons stubbornness to compromise, the Plan for Reconstruction, in the short term, was a failure. However, many important laws were passed, such as the Fourteenth Amendment, which eventually paved the way for the right to vote for blacks.
