Public Diplomacy is an attempt on the part of governments to promote national objectives by influencing the opinions of citizens and institutions of other nations. This idea of public diplomacy was first used in 1965 by Dean Edmund Gullion at the creation of the Edward R. Murrow Centre of Public Diplomacy at Tufts University. The context in which this concept was coined was the Cold War when there was an obvious need to influence public opinion in foreign nations to enforce political decisions. It was thus expected that after the fall of the Soviet Union in the late 1980s, interest and expenditures in public diplomacy initiatives would decline and in fact they did.
