Internationalist cooperation has not been realised after the end of the Cold War, as many hoped it would. The constrains keeping underlying regional conflicts at bay during the Cold War have instead been freed up. With the USSR no longer in existence, the US, now the worlds only superpower, left unsure about how to exert its hegemonic power, and the UN fumbling to keep international order (after an early success in Iraq 1), these simmering tensions have been allowed to re-emerge, often with horrific consequences. The conflicts which have materialised in phase one of the post Cold War era include Somalia 1992, Rwanda 1994 and the break up of Yugoslavia, all of which have witnessed grand-scale ethnic violence. Conflicts within the post Cold Era seem to commonly arise from between a state and a smaller, weaker nationalistic, religious or ethnic group which is forced to use asymmetrical techniques of fighting to achieve its own political interests.
