The way a standard telephone and network works is extremely simple. It is so easy to tap a phone line that nearly anyone could do it. Apartment complexes, dorms, and anything that is connected is more prone and easily tapped. The easiest way to tap a phone line is from the outside, such as a phone box.
Detecting a phone tapper can get a little bit more complicated but in general is easy to detect since the tapper will be away from the phone when you are using it. There is a penalty for tapping, in which deterring many people in doing so. If tapping from the inside, one would have to get inside the wall to the wire.
Generally, in order to detect wire tapping you should learn the basics. Making a permanent slice into a phone is one, and the second is to clip into a line at a junction box. One way to detect tapping is by getting a voice activating tape recorder and recording both sides of the conversation.
