According to Greenberg, bureaucracy is a large, complex, organization characterized by a hierarchal set of offices, each with a specific task, controlled through a clear chain of command, and where appointments and advancement of personnel is based on merit (G-1). The concept was created from checks and balances and separation of powers as political linkage sector pressures such as public opinion, parties, interest groups, and social movements became more complex (Ch. 13 PowerPoint, Jones). Bureaucracy has played a large role in politics since the founding of this country, though it has advanced from a political system without a strong central government.
Bureaucrats include career civil services, merit services in certain agencies, and political appointees. The Office of Personnel Management administers the civil service laws, advertises positions, writes examinations, and acts as a clearinghouse for federal agencies that are looking for workers (Ch. 13 Lecture, Jones).
