The Berlin blockade had just finished. It sealed the fate of a divide Germany. So the tension between the USA and the USSR were high and it had hardened western attitudes.
The Americans promise of backing up the Brussels pact was enlarged into a full scale military alliance of 12 nations, which was centered on USAs strength. NATO (North Atlantic Treaty Organization) was signed in April 1949, by America, Canada, Britain, France, Benelux nations, Denmark, Norway, Iceland, Italy, and Portugal (later joined by Greece and Turkey in 1952).
In 1955, when West Germany joined NATO, Russia was afraid that the Germany that once was under Hitlers orders raised itself, so the response was to create the Warsaw pact. This pact was considered the Soviet or communist version of the NATO. The creation of the Warsaw pact was one of the reasons why containment was introduced, as it showed soviet domination in Eastern Europe.
