In the essay, End the Hands-Off Policy on Cell Phone Users (83), Paul Mulshine argues that cell phones present a danger while driving and those drivers shouldnt be allowed to talk on their cell phones while driving. He mentions that while in the car a drive must have more then two hands in order to be able to drive and talk on the cell phone.
