These 2 policies are results of each other and without one the other would not exist. It could be easily said after 1945 that the German Foreign Policy was the main cause of WWII because of German aggression towards other nations. However on the other hand it is easy to say that the appeasement policy prompt Hitler to take more believing he could take what he wanted, especially as his new Germany was already quite considerably larger and more powerful than when he first came to power. These to policies go hand in hand and neither can be blamed more than the other and neither can really exist without the other.
Appeasement is when someone is given something to satisfy them; in the case of pre-WWII it was giving a small amount of territory or land from one nation to another. Appeasement may have delayed war but at the same time it made it more inevitable by giving Hitler several more things he would/may not have had otherwise.
