How a Bill Becomes a Law A bill is the term given to a potential piece of legislation when it is introduced into one house of Congress. As the constitution states, a member of Congress must introduce a bill, the president is not allowed to do it. The congresspersons legislative staff helps them write and word the original bill. Once the bill has been introduced it is sent to a committee, sometimes the bill is split up into several different committees. This is the first place that opponents of the bill can attempt to change or even kill the bill all together. This is because the committee gives the bill to a separate subcommittee, who examines the bill and determines if the bill is even worthy of consideration. After a hearing in which members of the subcommittee argues in favor or against the bill, they begin to start a markup, in which they changes parts of the bill. The bill is then sent back to the original committee and more hearings and another markup may take place. In the House, once a bill has been reported by a full committee it is sent to the Rules committee which sets......
