The Spanish Electoral System: Proportional or Majoritarian? Why? Electoral systems can be classified in proportional systems and majoritarian systems. The proportional system is characterized by multi-member districts, that is to say, districts usually have more than a deputy. This system has as a main goal the representation of peoples will and the establishment of a connection between the voter leanings and the assignation of seats. In other words, in proportional systems the percentage of votes obtained by candidates corresponds approximately to the percentage of seats. It tries to reduce disparity between the percentage of votes that a party has obtained and the seats that it receives. For example, if a party gets 30 % of the votes it will obtain more or less 30 % of seats. In contrast, the majoritarian model is a system with single-member districts each district has a deputy and the candidate who obtains the majority of votes in a district is elected.
