John Adams and President Thomas Jefferson they both wanted free trade; they knew it was something that was going to affect Americas economy intensively. They never expected to have such a hard time achieving free trade. They never expected the Barbary States to be so demanding and hard to defeat. The Barbary States wanted money, something the United States did not have, since they had just gotten their independence, which had cost them plenty of money. The United Sates had both similarities and differences from the Barbary States; they were both slaveholders but had different purposes for enslaving people. The attack on Tripoli was used as a domestic political issue by the fact that through out the whole period of time the objective of the United States was free trade, which at the end they had to fight Tripoli to achieve it. To do such thing the United States had to change its congress and its constitution.
