Progressive Tax vs. Flat Tax
The United States Federal Income Tax is currently based on a progressive tax system. A progressive tax takes a larger percentage of income from higher income classes. It is based on the ability to pay concept. This basically means that individuals who have different amounts of income pay taxes at a different rate. For example, taxes for a family whose income is $20,000 a year are taxed at a rate of 20% where a family with income of $30,000 a year is taxed at rate of 30%. If an average tax rises quicker with income then one tax structure will become more progressive than the other.
When it comes to progressive tax and the ability to pay, the concept should consider how taxpayers respond to high tax rates and how society values a dollar. To a low income family this could mean more food in the cabinets where as to an upper income family it may mean more material possessions.
