The History and Evolution of Title VII:
The history of legislation prior to 1964 was characterized by repeated failures for civil rights advocates. The first Fair Employment Practice (FEP) bill offered to Congress on March 13, 1941 was H.R. 3994, entitled A Bill to Prohibit Discrimination by Any Agency Supported in Whole or in Part with Funds Appropriated by the Congress of the United States, and to Prohibit Discrimination against Persons Employed or Seeking Employment on Government Contracts because or Race, Color, or Creed, by former Representative Vito Marcantonio from New York. The bill was referred to the House Committee on the Judiciary. The following year Mr. Marcantonio on July 20, 1942 introduced his second FEP bill H.R. 7142, entitled A Bill to Prohibit Discrimination in Employment because of Race, Color, Creed, Religion, National Origin, or Citizenship. This bill like its predecessor also was referred to the Committee on the Judiciary. The succeeding years hundreds of bills were filed seeking FEP legislation at the federal level and they all died ......
