Three were given to the Elven ( Elven not eleven ) Kings under the sky, Seven to the dwarfs in their halls of stone, Nine for the mortal kings of men and one for himself: The One Ring, The Ring Of Power as some called it. The ring turned the wearer invisible when it was put on so it was the ultimate stealth weapon. One Ring to Rule them all, One Ring to find them, One Ring to Bring them all, And in the Darkness Bind them. That is what was inscribed on the ring. He meant for the rings to bring the ring-bearers to him in shadow and he made them into his servants, discarding the ones he didnt want. In the end, he was left with the nine kings......
