Ronald Reagan was appointed into office in 1981 and brought a much refreshed vision into the office. There was some debate whether the success of his term was based on luck, or an inventive and ingenious foreign policy. Regardless, there were many great tactical decisions made by Reagan that led to the United States exit of the Cold War. Luck could not have been the all encompassing factor. Reagan was a lot like Bush in that he had a strong sense of nationalism. His goal was to unveil to the world the strength of the United States. Unlike many of his predecessors he relied greatly on his instincts rather than on policy. He had a great sense of optimism regarding his country. He believed that we could successfully compete in the international arena. (Gaddis) One of his reasoning for this was that United States had (in a sense) unlimited resources and endless money. Compared to the soviets, who were completely depleting their economy by over spending on weapons and military.
