Affirmative Action Affirmative Action can be either a policy or a program that seeks to compensate for past discrimination through active measures to ensure equal opportunity. The topic is so vast there was even a U.N. Conference concerning its nature and handling around the world. Before detailing each side of the argument, I will give the foundation for each side; a timeline of which events directly affected affirmative action in California. The first significant event was in 1964 when the Civil Rights Act was signed by President Lyndon Johnson. The Act prohibits any kind of discrimination based on race, color, religion, or natural origin. Title IV of the Act encouraged desegregation of public schools, and authorized the U.S. Attorney General to file suits to force desegregation. [United States.
