Children today are viewing more and more mature content being broadcasted over the airwaves. Parents nationwide are complaining about this content that their children have been viewing on television. The Federal Communications Commission (FCC) is the target of most parents’ complaints. Parents have no way to ensure that their children are not watching shows that contain more mature content, although the FCC has already constructed a ratings system to be applied to television programming. The FCC demonstrates too much lenience by broadcasting explicit material over the airwaves; therefore, a new rating system is being devised to monitor what and when children watch certain programs based on specific content set by a parental unit. After gathering some research, Congress has decided to act upon this problem. In Section 551. Parental Choice in Television Programming, Congress stated the following, “The average American child is exposed to 25 hours of television each week and some children are exposed to as much as 11 hours of television a day (“Excerpts” 1-2).” During t......
