Those rules are highly effective in their whole life because their social activities and other life time duties are related to those rules and they have to obey it whether they are irrational or not. In that article, it mentions the experiment conducted by Stanley Milgram which explains peoples irrational behaviour towards each other and the effect of authority in the army.
