When Bill Clinton became president he believed he would bring America back to prosperity. He asked the American people to embrace a new way, something he called a new covenant between America and its government, an agreement with the citizens and their government that they would jointly pursue opportunity for all Americans, responsibility from all Americans, and a community of all Americans (Renshon,1996: 112). Clinton believes that politics at its best is about values, ideas, and action. When politics is perceived in this way it becomes a public service, and it is a noble endeavor. Clinton used this idea and incorporated it into his plan for domestic affairs.
Clinton believed he could balance the budget and increase our investment in education and technology, in research and training for the future. His ideas turned into action when he helped create twenty million new jobs, the lowest unemployme......
