School systems across the nation have recently enacted substantial new programs to stop schools from promoting students from grade to grade regardless of academic proficiency. To end this practice, known as social promotion, several large school systems now require students in particular grades to demonstrate a benchmark level of mastery in basic skills by passing a standardized test before they can be promoted. In taking responsibility for ending social promotion, U.S Department of Education officials urge educators to eliminate social promotion, but not to replace it with retention.
