By the beginning of the 1930s Japan was ripe for a fascist government. The failure of the country internally, internationally and economically throughout the 1920s had created distrust between the people and the government to the point where the change to a fascist government was possible. The failure of the democratic government and the economic problems were factors that allowed fascism to gradually gain control. Other factors included the racist and unfair treatment in the various of treaties and laws after World War I (including the Treaty of Versailles), the competition with foreign nations for influence, resources and territories and their fear of Chinese nationalism. Another factor was the rapidly expanding population with not enough land.
The democratic government in Japan was weak, corrupt and inefficient. Although Japan had a parliament, the Diet, it was virtuously useless as power remained in the hands of the emperor and the genro.
