After the break-up of the Soviet Union in 1991, Russia did not to come up with a realistic foreign policy or comprehensive strategy for Central Asia. In fact, after the collapse, the Russian Federation focused primarily on the West. Consequently, in 1992 Russia did not include the newly independent states of Central Asia in its foreign policy. However, when the westward looking policies of the Yeltsin administration began to fail and lose support, Moscow refocused it attention to the East, and in particular the Central Asian Republics. Now, at the beginning of the 21st century, the relationship between Russia and the Central Asian Republics has started again. From the Central Asians perspective, closer ties with their former occupier is looked at with both relief and apprehension. While these new nations enjoy their independence and self-autonomy away from Russian hegemony, there are still many people in Central Asia who are nostalgic for economic and social stability they had when part of the Russian empire.
