Targeting the poor through Crime Reduction policies against substance abuse in the US must give way to Dynamic Harm Reduction, which addresses the issue at its core, if it truly wishes to alleviate the international �drug problem.� In the early 1970s, the realization of the wide spread consumption of psychoactive substances spawned the adoption and implementation of Crime Reduction policies in the US. These policies gave the illusion of true reformation, when its true intention lay in racism and suppression, which became apparent with its substance selective policy exception. Discriminatory undertones of the policy are a major factor in its inefficiencies in curtailing the negative effects of consumption. It focused so much on secondary effects that it failed to respond to the actual issue.
