Good morning, my name is Helen Hughes and I have been involved in the Australian economy for the past 50 years. I have been invited here today to address you on whether the Rudd government should use immigration policy to address the skills shortage, given the current economic crisis. But, before we look at that we first have to look at Australias population composition and distribution, the demographic trends in the Australian population, the current economic climate and the skills shortage, the previous governments immigration policy and consider whether the Rudd government could successfully resort to revised immigration policies to alleviate skills shortages, in a time of downward demand.
