On April 2, 1917 a solemn President Woodrow Wilson stood before the United States Congress and asked the senators and representatives to declare war on Germany. Although it was against his former peace and neutrality efforts, President Wilson condemned Germany's unrestricted submarine warfare as "warfare against mankind." Wilson believed the purpose of going to war with Germany was to make the world safe for democracy. After a tremendous majority in Congress voted for a declaration of war on April 6, the U.S. began to mobilize for war. Since the next several months would be dedicated to training soldiers the necessary skills to fight abroad, there was an adequate need for support on the home front, especially to manufacture war supplies. During World War I, the federal government sought support for the war on the home front through voluntary and legal means. All groups of American society were required adapt to the unfamiliar demands of a wartime economy.
