The water allocation policy of Pakistan, which mainly constitutes the proposed construction of large dams, is currently subject to a considerable amount of debate. The proponents of this policy argue that since Pakistan is an agro-economy it is necessary for the economic prosperity of the nation to have large dams, not only for irrigation but also to tap into the hydroelectric potential of the country. This they believe will lead to increased agricultural productivity, cheap and readily available electricity and hence better standards of living for the society as a whole. However, the opponents argue that more then economic benefits, construction of large dams will disrupt the eco system and lead to the displacement of indigenous people. The problem underlying this policy decision is the feasibility of investing large amounts of money in the construction of dams. I will be analyzing this policy and will propose recommendations necessary for making a sound policy decision in this regard.
