The idea of free trade agreement between Canada and the United States existed since Confederation, but it took more than a century to be realized despite 3 aborted attempts. For decades, both countries had been each other largest trading partner. Yet there had been barriers to the free flow of goods and services, in spite of many past agreements on specific products that lowered tariffs under 1%.
