After the upheaval brought about by almost 20 years of war in Europe, which affected virtually every state at one time or another, the peacemakers at Vienna were faced with the problem of creating a lasting peace. This was an aim of all the peacemakers, as the legacy of the Napoleonic wars held with it memories of foreign occupation, high demands of tax and a great deal of uncertainty in many regions. The statesmen also wanted to create a balance of power in Europe so that no one contry could dominate the others. Although each power agreed on this principle, the 'balance of power' meant something different to each one, as they all wanted their own country to be stronger than the other powers. These differing aims of each of the statesmen meant all the representatives needed to compromise.
To create such peace, most statesmen argued that France must be contained by creating a series of buffer states around her borders so she couldn't expand again, known as the cordon sanitaire. To do this, the leaders made many territorial changes such as; combining Belgium and Holland into the unite......
