"An Act to amend the Truth in Lending Act to establish fair and transparent practices relating to the extension of credit...." - H.R.627 title When President Barack Obama signed the Credit Card Accountability Responsibility and Disclosure Act of 2009, credit card issuers experienced the most comprehensive regulation of their industry in recent history. Carolyn Maloney, a representative from New York introduced the bill, known H.R. 5244, on February 7, 2008. Aside from Maloney, the bill had 155 other cosponsors. The 110th congress passed the bill 312 to 112, however, it was not given a vote in the senate. Maloney reintroduced the bill on January 22, 2009 with 128 cosponsors. After a resounding show of bipartisan support, the bill passed 357-70 in the House, and 90-5 in the Senate. The Act itself is comprised of fourteen main provisions. When it was introduced to the House it had a word count of 4,587; the enrolled bill has a word count of 14,835: a more than ten thousand word difference.
