It's going too far. This is a cry out for help and I speak for other students that go to High school. I am sure you are aware people get bullied. That is why you and other staff tell us students to come to you and talk. Honestly, why would we? So you can talk with the "bully"? It is sad you think talking to them for 15 minutes will change their ways. That's not the case. You need more than 15 minutes or even an hour of lecturing. So I'm going to identify some tips and facts of what may help and what I know that goes on in the everyday life of High school.
I am a regular student. I have great friends, play sports, and have somewhat good grades. I am not obese nor skinny, I am a little overweight. Nothing serious yet I get "bullied" by two girls. It's nothing that makes me worry because they are not perfect by any means. I know they do it to make themselves fell better, so I ignore it. Unfortunately this isn't how it is for other kids.
