We can trace the earliest example of direct intervention by government in the 6th century. It was ruled by Umar ibn al-Khattāb, who was a second caliph of Islam. Social policies were and are very important in our society, because they determine a structure and organization to our community. Two very popular types of modern governments are Dictatorship and Democracy. In today's world, democracy has been fairly common, because it is the only form of government that offers real freedom and equality. On the other hand Dictatorship was very accepted in the years before WW2. Some of the famous autocratic rulers were Hitler (Third Reich), Stalin (USSR) and Mussolini (Italy) at that time.
As there was the enlightenment happening in France and other countries in the 18th century, Russia experienced the first reforms that were similar to the western cultures only in the 19th century.
