The fundamental poverty of the Chinese economy was exacerbated, in many areas. Wealthy individuals acquired greater influence over local administrators and thus became increasingly able to evade taxation, throwing the burden onto the poor. The peasants, short of land, paid increasingly heavy taxes while the amount of revenue actually reaching the Emperor declined.2 Therefore, any revolutionary movement which could convince the peasants that it could better their lives would be able to tap a tremendous reservoir of support.3
