The late 1960s were a time of serious self evaluation and the beginnings of many monumental reforms of state legislatures. This wave of reform was spurred on by the evaluation of all fifty state legislatures by the Citizens Conference on State Legislatures. The CCSL evaluated state legislators based on its FAIIR standards. FAIIR stands for Functional Accountable Informed Independent and Representative. Functional state legislators can meet for however long it takes to get their job done. They are not crippled by false limits on their legislative sessions, such as was prevalent in the 60s and through much of the 70s. Furthermore functional legislatures are assisted by professional staff, and have adequate facilities to fulfill their duties. Accountable legislatures ate open and comprehensible to the public.
